The City of Greenville approved an $11.3 million budget for the 2009-10 fiscal year during Monday night’s council meeting.

This year’s budget is approximately $240,000 less then last fiscal year.

“Our sales tax revenue is down around two percent from the past year, so we budgeted for that to be around the same area – no growth (expected),” said Greenville Mayor Dexter McLendon. “We’ve tightened our belts…all of us.”

Thankfully, McLendon said there were no cuts to employees.

“We’re very fortunate compared to some other cities,” he said. “We’re doing a whole lot better then everybody else. But we wouldn’t be okay if we hadn’t made decisions years ago with Super Wal-Mart and the interstate.”

McLendon said the city is hoping to see some an increase in sales tax revenue once Tractor Supply Company opens on the interstate.

“But we didn’t budget for that,” he said. “It’s a very conservative budget on the revenue side and a very tight budget on the expenditure side. We’ve been working on it a long time and we waited until the last minute because I wanted to see what our revenue was in September. We had a couple of months, May and June, where it seemed like people weren’t traveling as much in the first part of the summer, but they traveled a lot more in the second part.”

In other business:

n The city adopted a new fee schedule for most city departments, with the bulk of the increased fees coming via services offered by the recreation department, at Sherling Lake, city planning, and at the landfill. City Clerk Sue Arnold said fees have not been adjusted in approximately 10 years and was needed for operational expenses and to maintain and provide adequate service to citizens.

– Approved a retail beer and retail table wine (off-premise only) ABC license for HAH Holdings, LLC dba Max Mart at 404 S. Conecuh St.

– Awarded a bid to Middleton Oil Co. for gasoline and diesel fuel purchases.

– Awarded the bids for police department towing, maintenance and repair to Lowery Towing and Recovery, Greenville Motor Co., and Bob & Wayne’s Auto Repair, respectively.

– Approved a resolution authorizing the city to enter into an agreement with the housing authority for a police investigator with employment and benefits equal to or less than $48,560.20 in fiscal year 2009-10.

– Approved a subscriber agreement of $1,650 with the Alabama Criminal Justice Information Center for access to its network.

– Approved an annual payment of $100,000 to the Butler County Commission and Butler County Sheriff for housing of city prisoners in the Butler County Correctional Facility.

– Approved a contract of $2,648.92 per month with Quality Correctional Health Care for inmate care at the Butler County Correctional Facility.

– Authorized a pound services agreement between the city and county for the amount of $1,000 per month.

– Authorized the renewal of a pound services agreement between the city and Georgiana in the amount of $14 per euthanized animal.

– Renewed a contract of $100,000 between the city and Butler County E-911.

– Renewed a contract of $22,200 between the city and James Travis Capps, Sr. to serve as manager of the airport.

– Authorized a service contract between the city and Butler County Commission for Economic Development in the amount of $60,000.

– Authorized a service contract between the city and Butler County Industrial Development Authority in the amount of $25,000.

– Renewed a service agreement between the city and Greenville Area Chamber of Commerce in the amount of $20,000.

– Authorized a service agreement for an allocation of $10,000 with the Butler County Children’s Advocacy Center.

– Authorized the renewal of a contract for computer hardware maintenance to Greenlynk Technology, Inc. in the amount of $600 per month.

– Authorized a service agreement with the South Central Alabama Area Branch of the American Red Cross with an allocation of $1,000.

– Authorized a service agreement in the amount of a $2,500 allocation to the Family Sunshine Center.

– Authorized the following expenditures: $1,272.33 to Middleton Oil Co. for oil for public works; $1,800 to Henry Davis Roofing to replace the roof over rear stairwell at the Ritz Theatre; $3,800 to Powell Tractor Co. for a 90-inch finishing mower tractor implement for public works; $1,860.62 to APAC for 30 tons of asphalt for patching city streets; $1,111.35 to Lee Electric for City Hall HVAC repair and Freon.

– Made the following board appointments: Margaret Phillips to the Greenville-Butler County Public Library; Johnny Autrey to the Board of Adjustment; and Rodger Harris to the Greenville Downtown Redevelopment Authority.

Made the following annoucements:

– There will be a Red Cross Blood Drive at City Hall from noon until 4 p.m. on Oct. 1.

– Halloween Trick or Treat will be observed on Saturday, Oct. 31.

– The Haunted Fire House opens on Friday and Saturday nights during October from 7-11 p.m.

– The next city council meeting is Oct. 12 at 5:30 p.m.
