New rates for Crenshaw County’s landfill will go into effect October 1, due to an extra $1 fee per ton of waste that has been added by the Alabama Department of Environmental Management.

“This is not something we did; we’re simply having to respond to what the state put on us,” Crenshaw County Commission Chairman Ronnie Hudson said at its regular September 8 meeting.

The city of Luverne will now have to pay $14,760 per year in fees, up from its former $12,000 annual fee. The town of Rutledge’s fee will increase to $2,000 a year, up from $1,627.

The town of Brantley will remain the same at $2,700 per year.

“They don’t use the landfill like the others do,” Hudson explained.

County Waste Officer John Hollis agreed.

The Commission also approved to raise the landfill rates $5 across the board for individual dumping. For example, a one-half ton pickup truck load would increase to $15, and a 15 to 20-foot trailer load would cost $20 beginning Oct. 1.

Act Number 2008-151 was passed in the 2008 Legislative Session and signed by the Governor on April 15, 2008. Effective October 1, 2008, the Act provides for the collection and payment of solid waste disposal fees by solid waste management facilities that have been issued a permit by the Alabama Department of Environmental Management (ADEM). The Act also provides that the owner or operator shall certify the volumes of solid waste received for disposal and collect/remit the fees to the Alabama Department of Revenue (ADOR) on a quarterly basis.

Disposal fees levied upon generators of solid waste disposing of the waste at permitted solid waste management facilities are as follows:

(a) One dollar ($1) per ton for all waste disposed of in a municipal solid waste landfill, regulated solid waste that may be approved by ADEM as alternate cover materials in landfills and regulated solid waste received from out-or-state for disposal at permitted public solid waste facilities.

(b) One dollar ($1) per ton or twenty-five ($0.25) per cubic yard for all waste disposed of in public industrial landfills, construction and demolition landfills, non-municipal solid waste incinerators, or composting facilities, which receive waste not generated by the permittee; regulated solid waste that may be approved by ADEM as alternate cover materials in landfills; and regulated solid waste received from out-of-state for disposal at permitted public solid waste facilities.

(c) Twenty-five ($0.25) per cubic yard for all waste disposed of in a private solid waste management facility, not to exceed one thousand dollars ($1,000) per calendar year.
