Engineering firm talks with BCWA about future

Published Wednesday, September 3, 2008

The Butler County Water Authority is considering the employment of CDG Engineers & Associates to assist with management of future projects, including potential water tower construction and repairs on system water lines.

Tim Ramsden and Randy Spence, both with the Andalusia-based engineering firm, met with BCWA board members during its regular August meeting.

“We know you have maintenance problems and water loss concerns in your system,” said Ramsden. “We understand those issues.”

Under the advisement of Wesley Bass, Artesian Utilities Representative, the BCWA asked CDG Engineers to present a proposal to help the water authority plan for its future.

CDG Engineer’s proposal calls for a complete evaluation of the entire system to include a financial analysis for future projects and repairs. Ramsden said his firm’s proposal includes addressing financial issues within the BCWA to help better manage the water authority’s debt.

“There’s several ways we can help, including looking at ways to consolidate debt and perhaps finding different revenue streams for the water authority,” Ramsden said. “There’s also grants and other funds we can pursue - rural development funds - which can help pay for projects you have in the future.”

The firm would also help the BCWA plan for its future, writing comprehensive five or 10 year plans so the board and its customers are not caught off guard by sudden cost increases.

“Instead of reacting to situations, you would be proactive and have a plan in place,” said Spence, CDG Engineer’s Vice President of Engineering Services.

Spence said the firm’s fee would be based on any final costs of engineering and construction projects.

“We try to be as economical as possible,” said Spence. “You will know up front what our fee is.”

CDG Engineer’s involvement with water systems includes deep well water supply, water storage tanks, distribution and transportation of water, and construction of pressure tanks and booster stations, according to the company’s website.

BCWA Chairman Lamar Giddens said the BCWA would review CDG Engineer’s proposal and make a decision at a later date.
